England and the USA might not be going head-to-head in the 2026 World Cup (as of yet); however, Mancs can sample a fusion of delicacies from both nations in Manchester during the tournament. A beef and Bovril pie sandwiched inside a fluffy American-style biscuit has arrived at Cardinal Rule in Manchester to coincide with the World Cup. Dubbed the “Wigan kebab biscuit”, the dish is a heavyweight culinary crossover combining a traditional savoury dish from the North West of England with American comfort food.
Southern-style food operator Cardinal Rule has partnered with local pie-makers Great North Pie Co to develop the menu item. The assembly starts with a freshly baked biscuit (not a scone), which is then loaded with a whole beef and Bovril pie. The pie is crowned with a scoop of thick cheese blend, drizzled with sauce, layered with sliced pickles, and capped with the top half of the crumbly biscuit.

The limited-edition meal is being served out of the Resident Kitchen inside the Northern Monk Refectory. Diners can tackle the towering, hands-on sandwich alongside pints of Northern Monk’s signature Faith pale ale, poured fresh from the tap room’s bar.
Cardinal Rule owners visited Manchester back in 2018 from Virginia, and noticed it had everything, but American style biscuits. Located at Northern Monk Refectory since 2024, they have made magic happen since they are adamant us Manchester folk need to try it out.
