Winter is on its way, bringing dropping temperatures that pose genuine risks to vulnerable residents across the community. To provide shelter, relief, and companionship, Manchester’s public libraries are once again opening their doors as designated community hubs with the return of the Warm Welcome Spaces programme.
Starting in October and running through to February 2027, all 22 public libraries across Manchester will participate. Each branch will serve as a free, heated, and inclusive haven for anyone needing a safe place to go this winter.
Available services and amenities

Visitors to any of the city’s Warm Welcome Spaces can access:
- Comfortable, age-friendly seating in an open and welcoming environment
- Free self-service hot drinks available at the majority of participating branches
- Free Wi-Fi and internet access
- Daily newspapers and reading materials
- Dedicated staff assistance to signpost visitors to Manchester City Council services and specialized support agencies
- Under-5s story sessions held once a week at 11:00 AM (check local branch schedules for exact days)
A lifeline across the city and beyond

The Manchester programme is part of a nationwide network of more than 6000 registered venues. During the 2025/26 winter season, warm spaces across the UK recorded roughly 3.5 million visits, supported by a network of over 10,000 volunteers.
Emphasising the importance of the scheme, Councillor Thomas Robinson, Executive Member for Healthy Manchester and Adult Social Care, said last year: “For many years the Council has been a proud supporter of the Warm Welcome Spaces initiative. In Manchester we have been all too aware of the impact of the cost-of-living crisis and the hardships people have suffered as a result.
“It’s not an exaggeration to say this work has the potential to be lifesaving. The simple act of offering a person a safe place where they can interact with other Mancunians, to not feel alone or get the help they need, can have a lasting and meaningful impact.”
